Dear Mr. Burch:
I'm Ellie Lightfoot, a reporter with the professional team at the Investigative Reporting Program at UC Berkeley. Under the Indiana Access to Public Records Act § 5-14-3-1 et seq., I am requesting an opportunity to inspect or obtain copies of:
A list/roster of all emergency response social workers and hotline workers currently employed by the Indiana Department of Child Services, including their full legal names, titles, years of work, work history, office phone numbers, work emails.
The requested information is in the public interest and will contribute significantly to the public’s understanding of Indiana’s child welfare agencies. This information is not being sought for commercial purposes.
Since we are not yet familiar with the specific internal record-keeping practices of your agency, we would also be interested in discussing what records might be responsive and how we might tailor this request to ease the production of the records.
The Indiana Access to Public Records Act requires a response time within seven business days. If access to the records I am requesting will take longer than seven days, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Hi Ellie:
In response to your request for “A list/roster of all emergency response social workers and hotline workers currently employed by the Indiana Department of Child Services, including their full legal names, titles, years of work, work history, office phone numbers, work emails”, the Indiana State Personnel Department cannot fulfill that request. The Indiana Access to Public Records Act (APRA) subdivision on personnel files does not apply to the disclosure of personnel information for groups of employees without the request being particularized by employee name [IC 5-14-3-4(b)(8)].
