Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:

A file containing the university-affiliated email addresses of all enrolled Purdue University students as of the Spring 2021 semester.

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon,

Please be advised that your request was processed pursuant to Indiana's Access to Public Records Act.

Purdue currently has no record which contains the requested student directory Information IC 5-14-3-3(f) states, "Notwithstanding the other provisions of this section, a public agency is not required to create or provide copies of lists of names and addresses (including electronic mail account addresses) unless the public agency is required to publish such lists and disseminate them to the public under a statute." Under the Family Educational Rights and Privacy Act ("FERPA"), 20 U.S.C. 1232g, universities may disclose directory information. However, universities are not required by FERPA to do so. Purdue is unaware of any statute that requires it to publish a list of directory information and disseminate it.

Additionally, under IC 5-14-3-3(f)(2), a list of persons involved in programs or activities conducted or supervised by a state educational institution may not be disclosed by public agencies, i.e. Purdue University, to commercial entities for commercial purposes and may not be used by commercial entities for commercial purposes. If your interest in acquiring the directory information is to distribute fliers, advertisements, or contact students for any commercial purpose, please know that it is a violation of statute to do so.

Therefore, your request is denied. Purdue University considers your request closed.
