Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Monthly electronic listings of all employees of the Illinois Executive Branch from January 1, 2017 to the present. Specifically, I am seeking electronic listings of all individuals employed within the offices of the Governor and Lieutenant Governor and all state agencies, commissions, authorities, and departments for each month from January 1, 2017 to May 31, 2022.

For each month, I’m seeking a spreadsheet, database, or delimited text file(s) — not paper records or a PDF created from data — with the following fields for each employee: full legal name (including middle name), unique employee identification code, title, department or agency, race, gender, veteran status, date of birth, full-time/part-time status, location, hire date, termination date, civil service status, and gross annual salary. If you cannot produce any of these fields, please let me know and generate only the available variables.

If these data are not available at monthly intervals, please produce the datasets at the most frequent interval possible. For example, if the data is not available monthly, please produce the data at quarterly intervals.

In addition, please include any lookup tables that may be needed to interpret the data. For example, if departments are listed with codes linked to a separate table, I will be happy to join the records myself, rather than require your staff to do so.

I am comfortable working with large data sets and can receive the records in a variety of formats (.dbf, .csv, .mdb, etc).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Following a reasonable search, CMS has located the attached document which is responsive to your request. Please note that CMS does not maintain the requested records for agencies other than CMS. Requests for personnel data from other state agencies will need to be made to each individual executive branch agency. Also, please note that CMS does not maintain records such that monthly reports can be generated. Rather, CMS is able to provide a current list roster of all employees, the bureau they work in and the position title. Hello Sean,

I apologize for my very delayed response to this. Thank you for getting back to me.

I understand based on your response that the CMS does not maintain these records for agencies other than the CMS. However, I see here: https://itap.illinois.gov/state-employee-data that the CMS does update, on a weekly basis, salary and classification information that includes (nearly) the entire state workforce.

If CMS is not the correct place to submit requests regarding these data, could you please point me to the correct person or agency?

Based upon your follow up question, and the fact that you were seeking data associated with the ITAP portal, I have looked into whether or not CMS would have the data responsive to your request. Based upon my inquiries, I have discovered that CMS does not possess the data sets relevant to your request. The enabling statute for the ITAP portal predates the creation of the Illinois Department of Innovation and Technology (DoIT). While CMS remains tasked with the maintenance of the web portal, the data that populates ITAP is owned and possessed by DoIT.
