Good morning,

This e-mail is in response to your Texas Public Information Act request below.

In accordance with Texas Government Code § 552.222, the University seeks to discuss with you how your request might be narrowed. We have found that the most efficient way to locate responsive email messages is to search by specific UH e-mail accounts. The University does not have a mechanism to search all University accounts for external e-mail addresses. Further, the University would seek that you narrow your search to correspondences that contain specific search terms so that we can retrieve information that would be responsive to your request.

E-mails correspondences to or from email addresses with the domain "@adl.org" including but not limited to "ejarvis@adl.org<mailto:ejarvis@adl.org>" and "osegal@adl.org<mailto:osegal@adl.org>"), with the following search terms

From: Jonathan Brown

Dear Cecilia Alvarez,

I'm writing to appeal the decision based on the fact that public articles indicate a relationship between the faculty/staff mentioned and the Anti-Defamation League and programs related to "extremism" and "violent extremism".

Both of Houston's CVE programs, ("Countering Violent Extremism Training and Engagement Initiative" and "Community Collaborative to Counter Violent Extremism") list the University of Houston and the Anti-Defamation League as partners, and one specifially lists UH's Borders, Trade, and Immigration (BTI) Institute as a partner. (https://www.brennancenter.org/our-work/research-reports/countering-violent-extremism-trump-era).

1) University of Houston's chancellor Renu Khator what appointed to the Department of Homeland Security's advisory council shortly after the CVE programs in Houston began, sponsored by the Department of Homeland Security. (https://uh.edu/news-events/stories/2016/October/KhatorDHSAdvisory.php and https://www.dhs.gov/news/2016/10/19/secretary-johnson-appoints-new-members-academic-advisory-council-commits-new). She was also previously honored by the ADL in 2014 (https://uh.edu/president/about/cv/ and https://southwest.adl.org/adl-and-houston-theatre-companies-announce-houston-in-concert-against-hate/).

As University of Houston participated in an official capacity alongside the ADL on the two CVE programs sponsored by the Department of Homeland Security, "Countering Violent Extremism Training and Engagement Initiative" and "Community Collaborative to Counter Violent Extremism", during Renu Khator's administration as chancellor and while Khator is also officially on the DHS Academic Advisory Council, it is reasonable to expect there are public documents on the matter.

2) Dr. Lan Ni was the campaign advisor for University of Houston's participation in the Peer to Peer: Challenging Extremism program, sponsored by the Department of Homeland Security: https://www.uh.edu/class/communication/news/archive/2016/valenti-students-get-public-to-speak-up-about-attitudes-towards-muslim-immigration/Valenti%20Students%20Get%20Public%20to%20Speak%20Up%20About%20Attitudes%20towards%20Muslim%20Immigration-2.php

UH professor Lea Hellmueller participated in the Peer to Peer "Big Talk" on extremism.
(https://uh.edu/news-events/stories/2017/April/04102017.php and
https://www.youtube.com/watch?v=rptbLAZ1K3k)

3) The remaining employees are past and present employees of the University of Houston Borders, Trade, and Immigration (BTI) Institute, a Department of Homeland Security "center of excellence" that is listed by the Brennan Center as an official partner of the "Community Collaborative" CVE program, where the Anti-Defamation League is also listed as a partner.
