Pursuant to the Georgia Open Records Act, I hereby request the following records:

1) An activity log showing all web domains blocked by the district's web filter (such as Securly, GoGuardian, Lightspeed Systems, Gaggle, or other CIPA-compliant filters) from Jan. 1, 2022 until the date this request is processed. The log should be provided as a .csv or .xlsx file and should include all data fields available from the district's web filter provider (e.g. the domain, the school, the reason blocked, the date) with the exception of personally identifiable fields (e.g., name, email, IP address). 2) An activity log showing all search terms blocked and/or flagged by the district's web filter from Jan. 1, 2022 until the date this request is processed. The log should be provided as a .csv or .xlsx file and should include all data fields available from the district's web filter provider (e.g. the flagged term, the school, the reason flagged, the date) with the exception of personally identifiable fields (e.g., name or IP address).

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest about the operations of a government agency. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In response to your Open Records Request, and pursuant to the exemptions identified below, there are no records responsive to your request.

1. Any document … relating to the existence, nature, location, or function of cybersecurity devices, programs, or systems designed to protect computer, information technology, or communication systems against … attacks that depend for their effectiveness in whole or in part upon a lack of general public knowledge. O.C.G.A. §50-18-72(25)(A).

2. Nothing shall require agencies to produce records in response to a request if such records did not exist at the time of the request. O.C.G.A §50-18-71(b)(1)(A).

3. Records specifically required by federal statute or regulation to be kept confidential pursuant to O.C.G.A. §50-18-72 (a)(1).

1. Records subject to the client attorney privilege and confidential attorney work product pursuant to O.C.G.A. §50-18-72 (a)(41) and (42).

1. Drug and alcohol test results pursuant to O.C.G.A. §50-18-72 (a)(1) & 49 C.F.R. §40.321.

1. No public officer or agency shall be required to prepare new reports, summaries, or compilations not in existence at the time of the request O.C.G.A. §50-18-71 (j).

1. Records of benefit selections, payroll deductions, and other individual account information pursuant to O.C.G.A. § 45-18-53(b).

1. Confidential fingerprint and criminal background information in accordance with O.C.G.A. §35-3-34.2(k) and O.C.G.A. §35-3-38(a).

1. Investigatory materials that are evidence of an alleged violation of Part 2 of Article 3 of Chapter 12 of Title 16 and are in the possession, custody, or control of law enforcement, prosecution, or regulatory agencies pursuant to O.C.G.A. §50-18-72(32).

1. Records concerning reports of child abuse pursuant to O.C.G.A. §19-7-5(i) and O.C.G.A. §49-5-40(b).

Hello Crissie,

Thank you very much for your help with this request. Could you please clarify your response:

Are you saying that there are A) no documents responsive to this request or B) that there are responsive documents that are exempt from disclosure?

Every district is required by the Children's Internet Protection Act (CIPA) to have a web filter, so there should be responsive records.
