To Whom It May Concern:

Pursuant to the Georgia Open Records Act, I hereby request the following records:

A list, preferably in a table, of driver license applications submitted in the state of Georgia between Jan 1, 2014 to present by people born in Puerto Rico. This should include the date the application was submitted, the person's current residence, their birthplace (Puerto Rico) and if the application was approved, pending or denied and the reason why it is pending or denied.

As I am a member of the media and this information will be used to inform the public, I request a fee waiver for this request. Also, as this is urgent public information, I request that it be expedited.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Dear Ms. Redden:

Pursuant to O.C.G.A. ยง 40-5-2 (b) records maintained by the department on individual drivers are exempt from disclosure under the Georgia Open Records Act. Therefore, the department is unable to disclose a driver's personal information. Additionally, please be advised that the driver's license application does not contain a field to capture an individual's birthplace information.

I understand that personally identifiable information is not subject to disclosure under Georgia's open records law. I also understand Georgia does not capture an individual's birthplace information.

We are seeking a list, preferably in table format, of all driver license applications submitted in the state of Georgia between Jan 1, 2014 to present from people who used documents from Puerto Rico to verify their identity and eligibility for a Georgia driver's license. This should include the date the and if the application was approved, pending or denied and the reason why it is pending or denied.application was submitted.

Dear Ms. Redden:

The driver's license system does not track the reason why an application did not result in the issuance of a driver's license. As well, the department is unable to query the driver's license system to determine if an individual presented documents that originated from Puerto Rico. Therefore, the department would have to manually review each record from January 1, 2014 through present date.

For example, in 2018 the department processed approximately 2,629,279 transactions. Transactions include, but may not be limited to: renewals, new licenses, lost licenses, address changes.
Regarding driver's license applications, the department received approximately 3,622,981 applications in 2018. An individual may have multiple applications within the driver's license database.

Based on the information provided, please advise if you would like to revise your request.
