Pursuant to the Georgia Open Records Act, I hereby request the following records:

Metadata for all email communications where Patrick Labat is either the sender, recipient, CC'ed, or BCC'ed, sent between the dates of 1/1/2022 and 11/27/2023 and containing at least one of the following keywords: "Talitrix", "electronic monitoring" or "contract." Please include any variations that are not case sensitive.

The specific metadata data points I'm interested in are: to address(es), from address, cc address(es), bcc address(es), sent date/time, received date/time, subject line, and names of all attachments. This request does not seek the contents of the emails themselves, and only the specified email metadata. Please do not include duplicate emails. Please provide me with the records in an Excel format.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

There are 2614 emails to review within this timeframe. There is one folder for this request that I am unable to retrieve due widespread system outages. This portion of your request will be delayed. Currently, we do not have a timeframe for system restoration but will provide periodic updates as systems are restored. We appreciate your patience as we work to respond to requests in the order received and as system functionality will allow.

The cost to review the 2614 emails will be for this request will be This cost represents 43 hours of review and redaction at a rate of $20.19/hour. The first 15 minutes of service has been waived. $863.12.

Records that reveal a public employee’s home address, home telephone number, day and month of birth, social security number, insurance or medical information, mother’s birth name, credit card information, debit card information, bank account information, account number, utility account number, password used to access accounts, financial data or information other than compensation by a government agency, unlisted telephone number, and identity of the public employee’s immediate family members or dependents, O.C.G.A. 50-18-72 (a)(21);
