Transcripts of all 911 calls from 2015 through 2019 held by the Fresno County Sheriff's office.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon,

The Fresno County Sheriff-Coroner's Office is in receipt of your Public Records Act Request pursuant to California Public Records Act California Government Code 6250 et seq., for the information listed below and we do have records responsive to your request.

1. Transcripts of all 911 calls from 2015 through 2019 held by the Fresno County Sheriff's office.
I have done some initial research on your request and have found the following information.

1. For the time frame you are requesting there are 469,908 911 calls.
RESPONSE: For this reason alone, your request would be denied based on it being overly broad and overly burdensome.

2. We do not have "transcripts" of the 911 calls. Our Dispatchers do not "transcribe" what the caller says; they provide a description of what the caller says and their own observations of what they are hearing during the call.
RESPONSE: For this reason, your request would be denied based on no responsive records for transcripts of calls.

3. Additionally, we only keep the Voice Print of the calls for two years. This will narrow the available calls down to approximately 168,228.
RESPONSE: Again, this request would still be denied as it is overly broad and burdensome.

4. There are a number of other issues with this request as well, but suffice it to say that even if we were to get these calls to a reasonable number, if the call involves an "open" case or where the victim might be considered confidential, it would (generally) be considered exempt and not releasable or heavily redacted to remove all personally identifying information and confidential information from it.
RESPONSE: Denied due to being overly broad, burdensome, or potentially exempt.

As far as costs, for security purposes, we do not electronically email requested information so you would receive your requested information via CD. You can expect the rate to be $5.00 per CD plus postage fees of $8.40 per CD. I can't say that each call would fit on just one CD as it depends on the length of the call. In order to accurately track what has been released, each call would be invoiced separately and released upon receipt of payment.

For the reduced number of calls I referenced earlier (168,228), the estimated cost for all of the calls, with the assumption they all would fit on one (1) CD each, the cost would be $2,254,255.20 ($13.40 x 168,228).

If you would like to offer more information on what you are looking for specifically, I would be happy to help you narrow your request to achieve your intended purpose or goal.

This request will remain open for 30 days pending your response. If no response is received within 30 days, it will then be closed as a withdrawn request.
