To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Any and all incident reports for Franklin, MA 02038 from December 31, 1972 to February 28, 1973. As well as December 4, 1978 to January 30, 1979. Incident crime reports should include the date of the crime, time of the crime, the type of crime, details of the crime, and any other information included in the police existing report.

Police reports/incident reports refer to reports produced with notes and narratives, and a description of what happened by the responding officer. Here is an example: https://cdn.muckrock.com/foia_files/2018/03/06/2-28-18_MR49345_RES.pdf

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

GERALDINE HOUDE

Good Morning,

Any incident reports from the time frame you requested including
investigation reports or incident reports have a retention schedule of 3, 7
(personnel) or 11 years. The statute on retention has been exhausted on
all incidents unless they fall under the exemption. The exemption of
crimes including murder and investigation with no arrest or warrant are
permanent. Any records that are classified as permanent would require you
to provide me a name so I can locate the incidents you are referring to.
Best Regards,
Kristin

I would like any reports in which the murder of Theresa Corley is mentioned. December 4, 1978 to January 10, 1979. This case seems it may fall under the exemption. It is an unsolved homicide. Thank you
