From: Shawn Musgrave

To Whom It May Concern:

Pursuant to Delaware's Freedom of Information Act, I hereby request the following records:

This is a request for a list of all personalized license plate number applications that were rejected for the year 2013.

If available I am also looking for:

-The reason for the rejection of the personalized plate.
-The vehicle make and model.
-The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Shawn Musgrave

Good morning Shawn,

The Delaware Department of Transportation has received multiple requests for the same information from different people at MuckRock News. Please confirm if these are separate requests or if they are for the same article or publication. I do apologize as on the 8th and 9th of this month we had emails flood the account that were from over a year ago. Some emails got deleted that were current requests. We will work to fulfill your request ASAP.

Warm regards,
Jennifer

Cinelli-Miller, Jennifer (DelDOT) would like to recall the message, "Freedom of Information Request: Rejected personalized (aka "vanity) license plates in 2013 (Delaware)".

From: Shawn Musgrave

Ms. Cinelli -

I have submitted only one request for this information, although I did also send a followup on May 26 since I had not yet received any confirmation of receipt.

Does this clarify things?

-Shawn

Good morning,

Sorry for the confusion. There were multiple requests from different people but they were for different information. And yes I do see that your requests are both here and we have forwarded them to our Division of Motor Vehicles. Someone should be providing you with the information shortly. Please feel free to contact me with any questions or if you do not here from someone soon.

Thank you,
Jennifer

Dear Shawn Musgrave:

Your FOIA request, attached below, was assigned to me for research and response this morning.

I received the following response after forwarding your request to Division of Motor Vehicles staff: "DMV does not record rejected vanity plates in any kind of database so we cannot provide this information. Vanities (personal license plates) are evaluated on a case-by-case basis. Sometimes a vanity that appears questionable may be someone's actual name or relate to the vehicle it is being displayed on. "

For future reference, for your information, Delaware's Freedom of Information Act (29 Delaware Code, Chapter 100) specifies a response time of 15 business days, not 10 days as stated in your request.

Thank you,

Donna Miller
