Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:

I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.

Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Dear Ms. Premark,

In response to the question listed in your below email, a FOIA request is defined in statute as "a request to inspect or copy public records pursuant to §10003 of this title." 29 Del. C. §10002(h). Accordingly, a FOIA request made pursuant to 29 Del. C. §10003 requires DelDOT to produce public records for inspection or copying but does not require the agency to answer questions.

The above language notwithstanding, in this instance only and without DelDOT waiving its right to assert any the above exemptions in the future, DelDOT is willing to provide information as it relates to your question.

The Delaware Division of Motor Vehicles ("DMV") licenses Commercial Driver Training Schools, which are private, for profit businesses. The DMV does not run the schools, nor does it provide or oversee any funding and/or training. More information may be found here:
