To Whom It May Concern:
Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:
All policies, procedures, memorandums of agreements, other memos, directives, communications, occurrence reports, and any other relevant materials regarding the reporting, negotiations, control, aftermath, and general treatment of hostages taken or individuals restrained in a hostage-like manner by individuals detained or under the supervision of facilities maintained under the jurisdiction of this agency, including juvenile, local, and private facilities, if applicable. If additional policies are maintained by other agencies, direction indicating such would be greatly appreciated.
I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.
Your inquiry has been forwarded to our Freedom of Information Office and will be received in the office during business hours on Monday. Thank you.

I'm sorry, but I failed to delete the inmate's name in the "Re:" area. I was working on another FOI request before I responded to yours and forgot to take his name out! Please disregard that name and inmate number; it's not part of your FOI request.
Will do! Thanks for reaching out.
