Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

• The current procedure for procuring personal protective equipment (PPE) on behalf of agencies and entities within the jurisdiction of this office. If this office manages PPE requests for county, local, or private entities, please also provide any guiding material for soliciting, receiving, organizing, and fulfilling those requests.

• Any bids placed by this agency for the acquisition of PPE for this office or on behalf of any entity within the jurisdiction of this agency.

• Any available spreadsheet or aggregate information related to bids for PPE. Please provide all available segregable data, including but not limited to the source, the quantity, and the success of the bid.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Good morning, Ms. Lipton, the Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security, has received your request for any records regarding the procedure for procuring PPE, and for soliciting, receiving, organizing, and fulfilling any requests for the equipment.

The foundational document for emergency management in Connecticut is the State Response Framework, which is available on our website, www.ct.gov/demhs<http://www.ct.gov/demhs>. Under the SRF, in accordance with the National Incident Management System (NIMS), the operation of the commodities procurement, receipt and distribution is the responsibility of Emergency Support Function (ESF) 7 Resource Support. The procurement process is outlined in the chart below. As with other planning document in the midst of an emergency, this process is subject to amendment depending on the needs of the response. With regard to your other questions, I will respond to you as expeditiously as possible, with the understanding that we are in the midst of a full activation and response to the COVID-19 pandemic.

Good afternoon. You were sent an answer to the first item on April 9. With regard to the second and third items, DESPP/DEMHS has not placed any bids for the acquisition of PPE due to the emergency nature of the acquisition process. We did prioritize purchasing through vendors that were already on state contract. Please let me know if you have any questions.
