Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

I'm interested in documents including emails, vendor solicitations, requests for proposals, and project proposals related to Apple Wallet ID card program, which is referenced publicly on their website here: https://www.apple.com/ios/ios-15-preview/ While the program is publicly announced, they have not shared participating states and I'm interested in any responsive documents whether or not the state has decided to participate in the program.

If you have any suggestions on how to better tailor my request to provide useful results while minimizing the burden on the agency to complete it, please let me know.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Based on the release posted at https://www.apple.com/newsroom/2021/09/apple-announces-first-states-to-adopt-drivers-licenses-and-state-ids-in-wallet/ it appears likely that the agency has responsive records, and I would like to renew this request and ask whether the agency is able to provide them.

Thank you for your request for information, pursuant to the Freedom of Information Act. With that said, please let me take this opportunity to sincerely apologize for the delay in responding to your request. However, we have experienced a lot of agency changes, including but not limited to, numerous retirements of key personnel, and subsequent agency reorganizations, and reassignments of work. In addition, I have also had numerous system issues, which caused this response to be further delayed. Thus, again, I sincerely apologize.

Next, with respect to your request, please be advised that the Department of Motor Vehicles cannot provide any information, at this time, for the following reasons:

* Pursuant to Section 1-210 (b)(1) – Preliminary Drafts - No notes. We do not have definitive information at this juncture, and what exists, would be considered as a preliminary draft, as we are in the infancy stages, at this juncture;

* Pursuant to Section 1-210 (5)(A) - Trade Secrets - Given that everything is in the preliminary stages, and we do not know how things may work, there may be information that may be considered as barred due to trade secrets, for which we cannot expose the Department;

* Pursuant to Section 1-210 (b)(24) – Active Negotiation. As the statute reads, “. . . Until such contract is executed or negotiations for the award of such contract . . . Solicitations and bids..” Currently, given that things are in the preliminary stages, there are active discussions occurring; and

* Pursuant to Section 1-210 (e) - The matter is still in the “preliminary stages, and is subject to change.”
