Pursuant to the Arizona Public Records Law, I hereby request the following records:

I am requesting the Sierra Vista Police departments and Cochise County Sheriffs Office policies on the use of a k-9 dog in a traffic stop.

I would like to know what circumstances give the officer probable cause to walk the k-9 around a vehicle that has been stopped for a minor traffic stop infraction.

I would also like records on how many certified k-9’s the department has in use on the force as of 1-1-2019 to 4-25-2019. Also requesting documents pertaining to each k-9’s certification, and records indicating their training.

Would also like documents/records/info on what each k-9’s “action” or “sign” indicates a positive hit.

Another concern I have is I’d like to know if the k-9 that was used by officer mike Mitchell is still being used by the department.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Carol,

I want to remain anonymous regarding my request for several understandable reasons. However, I don’t understand why you would need my name prior to you submitting the requested documents. My name is irrelevant to the documents I’ve requested. I’ve requested these records to be made public and it is very important that they are obtained. This request was established after several incidents involving the Cochise County Sheriffs Depts use of their K-9’s, and that they were possibly mishandled, used in an incorrect manner, or flat out abused against the public in this County.
Please see that this request is fulfilled in its entirety. Please keep in mind that this comes from a FOIA request, which helps us citizens hold our government entity’s accountable, which we are entitled to do.
