Dear Dillon Bergin, I hope you are having a good week. On behalf of the Department of Public Health, I am responding to your Freedom of Information Act ("FOIA") request which was dated May 28, 2023 and received in our office on the same day. At this time, the Department of Public Health is seeking an extension of five additional working days to respond to the requests for one or more of the reasons identified in 5 ILCS 140/3(e) of FOIA and listed below. I'm very sorry for the late response; I've been out of the office sick. I hope you are amenable to the requested extension. We are already working on compiling the information you asked for. As you may have expected, the Chicago Department of Public Health (CDPH) email search produced an enormous number of results and has required a substantial investment of time to review. I wanted to make sure nothing is overlooked, but it's clear that the most relevant emails could more easily be identified and produced by determining a set of parameters that retain the purpose of your request and at the same time allow CDPH to collect those emails that would best meet your needs. As such, I would like to suggest the following criteria: (1) the e-mail address(es) or employee name(s) of the account(s) you wish searched. (2) key words you wish searched for. (3) the timeframe to be searched.

Please let me know if you have any updates on this request. I gave you just two specific email addresses or domains to include in the search, a short time and I believe unburdensome timeframe and have been very patient with the delays over the last few months.

There are, however, statues to the Illinois Freedom of Information Act that I would like us to abide as closely as possible. See Sec. 3 (f) of the Illinois Freedom of Information Act: "When additional time is required for any of the above reasons, the public body shall, within 5 business days after receipt of the request, notify the person making the request of the reasons for the extension and the date by which the response will be forthcoming. "

Can you please give me an estimated completion date for this request?

I'm working on it. The problem seems to be finding a format that allows uploading of many large files, the bulk of which are the email messages. The related attachments shouldn't be as problematic (I hope).
I'm not sure I'll have it solved by tomorrow (Thursday 11/09); Friday 11/10 is a city holiday (Veterans Day) and government offices will be closed. If I'm unable to get it out tomorrow, getting it to you next week should be very doable.
