Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

I am requesting all email messages from Carver Town Administrator Richard Lafond's email account, that were sent to (including cc) and received from Steven Dewhurst, the Carver Website Committee Chairman, between August 1st 2010 and April 30th 2013. This is part of my effort to create a more transparent government, and to bring the Website Committee goals out into the open.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Good Morning Mr. Shannon,

I apologize for any confusion. As you noted in your previous email, my predecessor, Jean McGillicuddy, is, and has been retired for several months now. I was elected in April at the annual town election.

I have not had access to Jean's email, so I have not been aware of this request until today. After the first few email attempts, I would only imagine you would call our office to inquire as to the delayed response, but we do not have any record of that.

To address your request for access to all email messages between our previous Town Administrator; Richard LaFond and Website Committee Chair; Steven Dewhurst, I may only forward this request to the Town Administrator's Office and copy Ellen Smith from I.T. Support, for my office is not privy to this information.

Helen: We need to do this as soon as possible. Until we have policies and
procedures we should have a basic one way site; not interactive.

Helen: I am sure the residents will understand that the site is a work in

Helen: This is why we need policies and procedures. The website committee
should not be making decisions like this without BOS approval. I am sure
the small committee is easy to get ahold of and discuss.

Helen: There are other privacy issues. We need to find out (I have a call
into AG office) to see if once a person submits their e-mail address; if it
becomes public information. Bottom line, we need policies and procedures.
