To Whom It May Concern:

I'm a journalist working on a possible piece about Freedom of Information Law.

Pursuant to the state Freedom of Information Act, G.L.M. c.4, €7, clause 26th, I hereby request copies of records on Freedom of Information Act filings in the City of Cambridge. Specifically, I am looking for:

Documentation on how many requests were filed in 2009.
The resolution (approved, denied) of those requests.
The names of the requesting individuals and/or organizations.

Ideally, I would like the cover-letter responses by the City of Somerville to FOIL requests submitted in 2009, which I believe would include all of the above information. I agree to pay reasonable search and duplication fees for the processing of this request in an amount not to exceed $10.

In the event that fees do exceed $10, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, but hard copies are acceptable if more convenient.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Mr. Morisy:

The City does not have a document that contains a summary of the information you have requested. Therefore, to comply with your request, the City would need to locate and copy all cover letter responses to public records requests from the City in 2009. In order even to put together a compliance fee estimate for you, it would be necessary to ask each City department to estimate how many hours it would take them to locate, copy and re-file every written public record request response for all of 2009, and to estimate the number of possibly responsive documents each department has. Based on my experience with similar very broad requests, I anticipate that the fee estimate will exceed $1,000. Please inform me whether you would like to pursue this request.
