Pursuant to the California Public Records Act, I hereby request the following records:

All emails sent or received by employees of your agency between December 1, 2014 and the date this request is processed containing the non-case-sensitive phrase "shitcoin."

Please include any attachments to the emails as well.

If any part of these documents are exempt from disclosure, please be sure to review and release all reasonably segregable nonexempt portions of responsive documents.

I request that I be properly classified as a media requester. I am a reporter who has written numerous articles on topics of public interest for Responsible Statecraft, the Daily Beast, the Asia Times, the National Interest, Reason Magazine, America Magazine and the Armenian Weekly, and I am requesting these documents in an editorial capacity. Please contact me if you have any questions about my media status.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This email relates to your March 30, 2021 request to the Department of Financial Protection and Innovation (DFPI) for records made pursuant to the California Public Records Act, Government Code section 6254 et seq. (Your faxed request indicates that you made the same request on March 19, 2021, but we have no record of receiving that request.) You seek all emails, with attachments, sent or received by DFPI employees between December 1, 2014 and the present containing a particular phrase.

Under the Government Code, the Department is to make public records available in response to a "focused and effective" request that "reasonably describes an identifiable record or records." Gov. Code §§ 6253(b), 6253.1(a). However, your extremely broad request would require collecting, searching, and reviewing emails of several hundred department employees covering a period of more than six years. Please provide more narrow search parameters so that we can conduct a focused and effective search. For example, are there specific DFPI employees in which you are interested?
