This letter is in response to your Public Records Act request dated November 14, 2022 in which you requested the following records:
"A copy of the inmate file for John David Norman. DOB: October 13, 1927, Date of Death: May 22, 2011. He died at Coalinga State Hospital. Please make it as complete and unredacted as possible, including, but not limited to: correspondence, legal papers, assessments, etc."

CDCR can provide the following information pursuant to the California Code of Regulations Title 15 section 3261.2(e): John David Norman J85140 was sentenced in San Diego County on Nov. 9, 1995, to serve a six-year sentence for displaying/exhibiting obscene material depicting a person under 18 (case number SCD115617). He was admitted to state prison on Nov. 21, 1995. While incarcerated, he was sentenced in San Diego County on May 19, 1998, to serve one year, four months for displaying/exchanging obscene material depicting a person under 18 with a prior (case number SF119137). Norman was released from prison to parole supervision on Jan. 18, 1999, and discharged from parole supervision on Jan. 18, 2002.

The CA Department of Corrections and Rehabilitation is denying your request for “correspondence, legal papers, assessments, etc.” because they are exempt from disclosure based upon the following exemptions:

California Penal Code sections 11075, 11076, and 13102; California Government Code section 6254(k)

Hi Ms. Ronzone: I have a couple followup questions. See I'm interested in Mr. Norman's file because he was well known for trafficking children in the Cass Corridor area of Detroit during the 70s and 80s. I was hoping that his inmate file might contain something important. Say names of other people he trafficked with. So here are my questions:

1) Is it possible to release his file after removing his medical information and redacting other sensitive information?

2) Maybe I didn't notice it when I read through the law. But who exactly is authorized to receive a deceased inmate's file?
