Pursuant to the California Public Records Act, I hereby request the following records:

I am requesting all documents which the State of California Food and Agriculture Department sent to, or received from, the City of Huntington Park, concerning or relating to any marijuana dispensaries, from January 2016 to the present.
This request includes, but is not limited to, mention of any of the following names associated with the dispensaries:

Efren Martinez
Omnia Industry (or Omnia Industries)
All Done Management Group
Natural Compassionate Center
Claudia Yvette Hernandez
Unified Consulting Services

Requestor also seeks communications between the Dept of Food and Agriculture and the above-referenced names, from January 2016 to the present.

This request also seeks any documents reflecting the State's investigation into any of Huntington Park's marijuana dispensaries, or the legitimacy of Huntington Park's representations.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The California Department of Food and Agriculture (CDFA) is in receipt of your Public Records Act request received March 17, 2021, via email. CDFA licenses cultivators, and as such, there are no responsive records to your request.

The California Department of Consumer Affairs' Bureau of Cannabis Control (BCC) is the agency that conducts investigations of marijuana dispensaries. Please contact the BCC directly with your request for documents concerning marijuana dispensaries.

Greetings Annette Morasch:

The Bureau of Cannabis Control (Bureau) is in receipt of your request for various records pursuant to the Public Records Act as set forth in Government code section 6250 et seq. Specifically, you requested, "any documents reflecting the State's investigation into any of Huntington Park's marijuana dispensaries."

The Bureau has identified documents that may be responsive to your request. However, such records fall under the broad exemption for disclosure under the California Public Records Act under Government Code section 6254, subdivision (f). Specifically, Government Code section 6254, subdivision (f) allows agencies to refrain disclosing records related to an investigation, including when disclosure of such records would impact the successful completion of a pending investigation. (See Black Panther Party et al. v. Kehoe (1974) 42 Cal.App.3d 645.)
