Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:
The Burbank Unified School District Parent Manual says that "The Board of Education has determined that the manner in which students dress affects both their performance and behavior at school" -- what is the evidentiary basis for this determination?
I can find no solid evidence to support this determination. Literature reviews and metanalyses suggest that the evidence for this is thin and contradictory, e.g.:

What studies, meta-analyses and literature were used to make this determination?
