To Whom It May Concern:
Pursuant to the New York Freedom of Information Law, I hereby request the following records:
1) All emails exchanges–including incoming messages, outgoing messages, forwards, and attachments–between the department's chief/commissioner and ShotSpotter representatives since January 1, 2021. ShotSpotter representatives can be identified by searching the department's email system for addresses ending in "@shotspotter.com."
2) All emails exchanges–including incoming messages, outgoing messages, forwards, and attachments–between the department's public information and/or media relations staff members and ShotSpotter representatives since January 1, 2021. ShotSpotter representatives can be identified by searching the department's email system for addresses ending in "@shotspotter.com."
I ask that all fees be waived as I intend to use the requested records to further public understanding of government functions and not for any commercial purpose.
In the event that you choose to withhold or redact the records, I ask that you provide a detailed explanation of the statutory and/or case law upon which each rejection or redaction is based.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

FOIL Request (All emails, messages, forwards and attachments between
shotspotters and the commissioner and public information staff)
The City of Buffalo Police Department is in receipt of your Freedom of
Information Law request. Please allow this letter to serve as an
acknowledgment of your request pursuant to New York State Public Officer’s
Law, Section 89, entitled Freedom of Information Law.
Please be advised that your request is being processed by the Police
Department. BPD will then conduct a diligent search to determine whether we
are in possession of the record for which you seek access. Due to the large
number of requests the department is currently handling, please allow (30)
business days for a determination regarding your request for records.
Please be advised also that access to Public Officers Law, 87(1)(b), the
costs for redacted and/ or copied material emailed or mailed is $0.25 per
page not in the access of 9”x14”, any street surveillance is $43.00 per
disk and any redacted body cam footage starts at $42.68.

Law, Section 89, entitled Freedom of Information Law.
Please be advised that your request is resulting in negative results. We do
not give out inner office emails of any kind.

Hello,
Government employees' emails are 100% subject to the Freedom of Information Law. Am I understanding correctly that you are refusing to release ANY employee emails of any kind? On what statutory exemption or case law is that decision based?

The City of Buffalo Police Department (BPD) is in receipt of your Freedom
of Information Law request. Please allow this letter to serve as an
acknowledgment of your request pursuant to New York State Public Officer’s
Law, Section 89, entitled Freedom of Information Law.
Please be advised that the City has conducted a diligent search for the
records you seek (see Public Officers Law § 89[3][a]). Said search revealed
only “inter-agency materials” that are exempt from disclosure pursuant to
FOIL (id. at 87[2][g]). These materials did not contain any statistics,
instructions to staff, final policy determinations, or other disclosable
information. As such, your FOIL request is denied.
Please be advised that you have the right to appeal any denial contained
herein in writing within thirty (30) days. Appeals must be directed to
Timothy A Ball, Corporation Counsel, City of Buffalo Law Department, 1100
City Hall, Buffalo NY 14202.
