Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Any contract, memorandum of understanding (MOU), user agreement, membership agreement or other document outlining the rights, responsibilities, privileges and terms of service concluded with the following companies/services since 2000:

Vigilant Solutions
Vigilant Video
National Vehicle Location Service (NVLS)

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Yes, Vigilant is the maker of the ALPR we have installed. We bought the
product through Ayacht - which sells the Vigilant product in Mass.
The NVLS is a nation wide ALPR database that is run by Vigilant, they have
over 2,200 agencies contributing to this database. This is cheaper for the
customer, they use the Vigilant database, and do not have to purchase
their own server or infrastructure. - do to our policy , our data stays
here on our own internal server, and we do not send our data to any
external data bases.

We have no contract with them (Vigilant), we would have the purchase
documents and warranty- and maintenance contract- through the re-seller
Ayacht.

As a Vigilant customer, we, Brookline PD have access to the nation wide
data base to conduct searches on plates, currently I am the only user set
up to access this data.
I have been expecting this type of request, I am sure there will be a few
more.

For the record the system is installed but not active until the chief puts
out the policy and we get people trained.
