Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Any memo, report, order, guidance or other communication distributed to officers and/or technical support staff regarding the suspension of ALPR deployment.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Forgive my skepticism, but I would like to ensure that an adequate search has been conducted for this records request.

I would assume that some sort of communication (and I requested a number of different categories in my request four months ago) went out to officers and/or technical staff upon suspension of automatic license plate recognition scanners. If nothing else, some sort of order must have been issued to disable the scanners, as well as some sort of guidance regarding access to historical ALPR data.

Can you provide more context here, or conduct an additional search? Given the extensive time that has passed since our meeting in January where you agreed to prioritize this request, I would appreciate quick resolution of this matter. Happy to discuss by phone if that is easier.

I'm unclear, then, how this order was carried out without any communications being sent to either (a) officers whose cars had ALPR scanners installed or (b) technical staff responsible for taking steps necessary to suspend ALPR operations. Can you provide additional information to clarify?

I would like a more substantive followup on this. Again, I have yet to see any sort of documentation of the suspension of ALPR as requested here.

The Police Commissioner gave an order, (verbal in nature) to suspend the
program. That order was carried out by officers and members of the
technical support team. Again, no written memo, report, or other
communication was drafted or distributed. Feel free to call me with any
questions.

So far I've been unable to get a hold of you to discuss how it is possible that not a single written order went out to technical staff, patrol officers or supervisors regarding the shuttering of a rather expensive program. Can you provide any other details to substantiate this assertion?
