Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

Documents that were created prior to or after, and directly related to the September 11 "DREAMers march for DACA" event that occurred at Virginia Polytechnic Institute and State University's Henderson Lawn and proceeded through campus on 9/11/2017. This request is directed at all:

-Pre-Action Planning documents
-Briefing notes/documents
-After-Action Reports
-Link Analysis
-Written Communication
-Story Boards

that were produced as a result of this specific event.

The requested documents will be made available to the general public, as well as interested media outlets. This request is not being made for commercial purposes.

In the event that there are fees, I would first request that they be waived in an effort of transparency, but if unable I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Lt. John Goad and I will be back in touch with you next week with more details, but I wanted to give you heads up that there are not likely to many responsive records with regard to your request for the September 11 "DREAMers march for DACA" event that occurred at Virginia Polytechnic Institute and State University's Henderson Lawn and proceeded through campus on 9/11/2017."

This was a relatively small event (approximately 100 attendees) that was conducted primarily on the Virginia Tech campus (Virginia Tech has its own police department). The march did go off campus, onto College Avenue and there were a small number of Blacksburg police present, but the marchers then returned to campus.

As to your FOIA request dated December 15, 2017 regarding the September 11 "DREAMers march for DACA,"
there are no responsive records for the following requested items:

This event was an event planned on the campus of Virginia Tech. The staging point was just off campus in the Town of Blacksburg. However, the march then moved back onto campus. This was a fairly small event and the event was coordinated by oral commands through the chain of command. It was not a large enough event to generate the type of records you requested.
As a note, had there been responsive records for this request, we believe that some or all would have been exempt under Virginia Code § 2.2-3705.2 (Paragraph 14).

During the March's presence on Henderson Lawn, there were 2-3 individuals located on the roof of the building across from College Street and Henderson Lawn.

These individuals had a camera and were perceived by multiple individuals as to being Law Enforcement Officers, collecting video surveillance of the event.

If these were not Blacksburg PD, could you inform me as to which LE Agency they belonged to and what their relationship were to Blacksburg PD?

I understand that there exist no records that are responsive to my request, and that some of those that could exist, would be exempt.

However, my follow up to this rejection, would be the identity of only the Law Enforcement Agency that occupied the rooftops of the businesses across from Henderson Lawn on Private Property. Since this was off of Virginia Tech's campus, would the town not have been coordinating with the agency that had their officers stationed on the rooftop of a private building?

I am requesting no documents in regard to these individuals, but simply would like to know what LE Agency they belonged too. The identity of the responsible agency would not be in violation of Virginia Code § 2.2-3705.2 (Paragraph 14), as it does not "jeopardize the safety or security of any person; governmental facility, building, or structure or persons using such facility," to make available to the public, the Law Enforcement Agency that occupied that position.
