1: All communications, including written materials, text messages, emails, or messenger app messages sent or received by Mayor Andre Dickens, his Chief of Staff, and any designer who communicated with Atlanta City Council Members or their offices between 8pm on Sunday, June 4, 2023 and 11am on Tuesday, June 6, 2023.

2. All communications (as defined in part 1 above) sent or received between the Office of the Mayor and the Atlanta Police Foundation or its designees, lobbyists, or agents during the time period described in part 1 above.

3. All records reflecting any planning by the Mayor’s Office for the June 5 City Council meeting, including consideration of and the decision to close city offices, restrict entry of certain liquids and other materials on the day of the meeting.

4. Any electronic record maintained by Mayo Dickens created or received during the time period list in part 1 above containing one or more of the following terms: “vote” “count” “whip” “intel” “deal” “threat” “APF” “lawsuit” “NMTC” “lose” or “win”.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Following the performance of a preliminary search of its email records, the Executive Office has identified approximately 1,230 potentially responsive emails. Prior to the release, each email must be reviewed to determine whether it is responsive and to ensure that it does not include any information which is exempt from production in accordance with the Georgia Open Records Act, including but not limited to that which is exempt from production under the attorney/client privilege or the attorney-work product doctrine (OCGA Secs. 50-18-72(a)(41) and (a)(42)). This review is estimated to take approximately 4.1 hours at a rate of 300 emails reviewed per hour.

Pursuant to the Georgia Open Records Act

the charge for the search, retrieval, or redaction of records shall not exceed the prorated hourly salary of the lowest paid full-time employee who,
in the reasonable discretion of the custodian of the records, has the necessary skill and training to perform the request.

OCGA Sec. 50-18-71(b)(1)(A)

The hourly salary of the lowest paid full-time employee of the Department of the Executive Offices, who in the reasonable discretion of the custodian of the records, has the necessary skill and training to perform the actions necessary to complete the search retrieval and redaction of the emails which are not estimated to contain information subject to the attorney/client privilege or the attorney-work product doctrine is $18.00 per hour. It is estimated that it will take this employee 2.7 hours to complete their review and redaction of the emails which are not estimated to contain information subject to the attorney/client privilege or the attorney-work product doctrine.

The hourly salary of the lowest paid full-time employee of the Department of Law, who in the reasonable discretion of the custodian of the records, has the necessary skill and training to perform the actions necessary to complete the search, retrieval, and redaction of the emails is $37.02 per hour. It is estimated that it will take this employee 1.35 hours to complete their review and redaction of the emails which are estimated to contain information subject to the attorney/client privilege or the attorney-work product doctrine.

Accordingly, we estimate that the cost to complete the search, retrieval, and redaction of the records which you have requested to be $98.57. Upon your agreement to move forward, we will provide you with payment instructions.

Alternatively, feel free to modify your request to reduce cost.
