Pursuant to the Alaska Public Records Act, I hereby request the following records:

1) All contracts, memorandums of understanding, data sharing agreements, and statements of work between the district and Curriculum Associates, the provider of i-Ready and Brigance products.

2) Academic year 2021-2022 curriculum plan documents for each grade level describing how i-Ready and Brigance products were to be incorporated in the classroom and/or at home. For example, schedules of which i-Ready assessments, lessons, or benchmarks are required/recommended for each grade.

3) All district policies, guidelines, and manuals describing the use of i-Ready and Brigance products. This should include policies for individual users like teachers about the proper uses of the tools. It should also include school- or district-wide policies, such as guidelines about how i-Ready assessments should be used to assess student or teacher performance, or how Brigance assessment results should be used to direct students toward appropriate programs.

4) All reports, reviews, studies, or annual summary documents prepared by district staff or Curriculum Associates since Jan. 1, 2020 regarding i-Ready and/or Brigance product performance and effectiveness.

I ask that all fees be waived as I am a journalist and intend to use the requested records solely to further the public understanding of core government functions. I do not intend to use the records for any commercial purpose.

In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide citation and explanation of the statutory exemptions and associated case law supporting your decision to withhold each/any portion from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your records request. I am including the "PublicRecords" email on this reply to ensure your request is properly logged and tracked. Your initial requests were not received by nor added to the tracking system since you sent them direct to an individual employee. This request is logged as received on July 6. The District will respond within the timeframe allowed by 2 AAC 96.325.

Below is a summary of the Alaska State Statutes that govern the public’s right to request information from the District.

The District must make records available for inspection and copying in the format in which they are maintained. The District is not required to compile or summarize its records in response to a request for public records. Further, the District is not required to manipulate its data to create new records in response to a request for public records. (2 AAC 96.210)

2 AAC 96.240 provides that agencies may charge a fee for providing copies of public records. As such, the District has determined the following fees will apply; Paper and Faxed Copies - $0.35 per page.

The District follows 2 AAC 96.325 which provides the required response time limits for furnishing all records that may be disclosed. Typically, responses will be received within ten (10) business days. For extensive records requests (those exceeding five (5) personnel hours to search for and duplicate records), the District will require the requester pay the personnel costs necessary to complete the research, review, and duplication of records. The District will provide an invoice based on the estimated costs to fulfill the request. The requestor will have the opportunity to pay the fee and proceed, to amend the request, or to cancel the request.

ii. The ready to success document, created to provide guidance and support teachers in accessing the district adopted curriculum for iReady Mathematics.

iii. ASD iReady Diagnostic and Instructional Guidelines. This document serves as additional support for successful implementation of iReady.

* Information not included:

i. ELA pacing guides are not aligned to iReady or Curriculum Associates products. ASD adopted ELA program is Reach for Reading for Elementary and Springboard for Secondary.

ii. iReady is used as a Tier 2 digital intervention and is personalized instruction based on a student's placement test.

iii. Brigance is not utilized by the general education Teaching & Learning (i.e., Curriculum) department.

iv. To address question 3, ASD does not utilize for teacher performance. It's utilized as the student's personal learning path.

v. To address question 4, ASD does not own reports from Curriculum Associates (nor internally) that may address reviews, studies, or annual summary documents.
