Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

Any documents detailing a security presence in public elementary, middle and high schools, including documents regarding police tactics in public schools and records of arrests/citations given to students

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The document you request, documents detailing a security presence in public elementary, middle and high schools, including documents regarding police tactics in public schools, are not public records, as dissemination of such policies are exempt from the Massachusetts Public Records law under the following exemption:

Investigatory Exemption (f): This includes materials compiled out of the public view by law enforcement which the disclosure these materials would prejudice the possibility of effective law enforcement

Arrest or citations given to students are exempt from public records disclosure under the following exemption:
Statutory Exemption (a): The law prohibits the disclosure of the record. Most common are those records that are exempt from public disclosure under the statututes for Criminal Offender Record Information (CORI), juveniles and sexual offenses.

If you are looking for merely statistical information (# of arrests or citations), you need to clarify your request, to include dates, locations, ages, so that a proper quote can be provided to you, as there is a research cost of $17 per hour, and .50 cents per page.
