Pursuant to the Alaska Public Records Act, I hereby request the following records:

I am seeking all correspondence, including but not limited to emails, letters, faxes, and text messages, containing the words "private placement life insurance" or "PPLI", from January 1, 2014, until January 1, 2024.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Hi Lauren,

Thank you for the information of what you are trying to answer so I can better assist you. Here are the four bills that relate to the lower tax rate:

The initial inclusion of the lower tax rate was in HB 490 in 1998

HB 246 in 2002 with some wording changes

SB 357 in 2004 with some wording changes

SB 15 in 2015 changing the tax rate from .1% to .08%

The best way to get the answers you are looking for is to go to the Alaska Legislative website and use BASIS and then contact the legislative librarian for any documents not in BASIS. Here are the steps for BASIS:

Under Bills & Laws go to Past Legislatures (Archives)
Then go into each year and search for the bill number above
If there are documents, they will be under the Documents tab
The Minutes and Audio tab will have all the testimony that I believe you are looking for
If you need more information than what is available in BASIS, as not all documents were saved on the web, the legislative librarian will be able to help. There is an online Chat with the LIO staff that is available. I’ve chatted with them before and found them to be very helpful. Here is an email that might help: LIO.Juneau@akleg.gov
