Pursuant to the California Public Records Act, I hereby request the following records:

The Transportation Workers Union (TWU) has issued a press release stating that LA Metro Bike Share workers who are employed by a company called Bicycle Transit Systems which receives funding to operate from the LA Metro Bike Share System have asked for voluntary recognition of their union. In response, their employer has refused and begun engaging in an anti-union campaign.
Therefore, we request the following records from your jurisdiction:
1) All rules, regulations, presentations, PowerPoint or presentation files, flyers, signs, audio or video recordings and other guidance about, mentioning, or relating to the LA Metro Bike Share worker's union and the Transport Workers Union (TWU). Please search files from Bicycle Transit Systems to the Metro Transit Authority of LA, and the Metro Transit Authority of LA to Bicycle Transit Systems.
2) A copy of all complaints, suggestions, emails from the Metro Transit Authority of LA that mention the LA Metro Bike Share Worker's union or the Transport Workers Union (TWU).
3) Any photos or videos taken by and submitted by Bicycle Transit Systems to the Metro Transit Authority of LA related to the LA Metro Bike Share Workers union or the Transportation Workers Union (TWU).
4) Any communications, including emails, text messages, formal and informal agreements, and contracts between the Metro Transit Authority of LA and Bicycle Transit Systems.
5) Any internal deliberations, emails, presentations, meeting notes about the above issues.
The requested files will be used in the course of reporting for Motherboard, VICE Media's science and tech site (www.motherboard.vice.com).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please be advised that Metro Bike Share is an outsourced service. As a result, Metro does not hold documents responsive to items 1 through 3 of your request. Regarding items 4 and 5 of your request, we are releasing the executed contract and email communications.
However, we are withholding one email as it related to the deliberative process, the disclosure of which would impede the agency’s ability to have frank and open discussions in the course of making policy decisions. Therefore, the public’s interest in withholding the document outweighs the public’s interest in disclosure and the document is exempt pursuant to California Government Code Section 6255 (a)
