Pursuant to the Georgia Open Records Act, I hereby request the following records:
1) The names of agencies and organizations with which the Agency shares ALPR data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;
This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request.

The below email was forwarded to me from the Gwinnett County Police Department. The Gwinnett County Sheriff's Office manages the LPR system. However, we do not use Vigilant cameras. We do not have a report designed to pull out the information requested. It will probably take 10-14 working days. There will be a cost of approximately $200.00. Thank you for the quick response.
Just to clarify, records indicate Gwinnett County Police Department has it's own Vigilant Solutions LEARN account that is separate from the LPR system run by the sheriff's department. This means that the police should be able to provide data for items 1-4 through the data sharing report, but the hit/detection may not be relevant.
Could you please double check with the police department regarding this matter?

Pursuant to the Georgia Open Records Act, I hereby request the following records:
1) The names of agencies and organizations with which the Agency shares ALPR data: The Vigilant Tier our agency currently has does not share our reads with any other law enforcement agencies. Our subscription only allows limited access to other law enforcement reads.
2) The names of agencies and organizations from which the Agency receives ALPR data: The Gwinnett County Police Department receives information from the law enforcement agencies that contribute to the LEARN system, which is operated by Vigilant Solutions. Each individual agency makes the decision to share their particular reads by sending a request to the respective Agency Manager.
3) The names of agencies and organizations with which the Agency shares "hot list" information: It should be noted Gwinnett County strictly complies with the laws and regulations regarding the dissemination of information as it relates to NCIC/GCIC rules. Hot lists are automatically uploaded twice a day through GCIC/NCIC at the discretion of the Georgia Bureau of Investigations (GBI) who is responsible for entering such data. This information in turn is available to authorized personnel who have been certified in Security & Integrity Training. (For further information regarding "hotlist(s)" protocols please contact the Georgia Bureau of Investigations).
4) The names of agencies and organizations from which the Agency receives "hot list" information: Please refer to question #3 for response
The aggregate number of "detections" (i.e. license plate scans and associated data) collected during 2016: This particular question as well as the three (3) that follow does not pertain to the Gwinnett County Police Department. We do not possess Vigilant supported license plate reading cameras. Therefore, we do not receive detections or contribute with conducting scans that would be placed on the LEARN system.

We do not because we don’t have LPR cameras that feed the Vigilant system. All we have is access to the Vigilant system for when detectives need to check a license plate in reference to an investigation. That might be of note for #1 and #3 in your original request as well; although our system is set up to share information with the list of agencies in the response, we do not actually send any data.
