Pursuant to the Colorado Open Records Act, I hereby request the following records:
Ref to 6.24 "Administrative officials.
(a) Zoning Administrator. There is created an official administrative position known as the zoning administrator. The zoning administrator shall be the city planner and shall be appointed by, directed by, and serve at the pleasure of the city manager, except in such cases as noted in Section 2.02 of this code..."
Please provide copies of organizational charts and other documents citing who held the position and between what times / dates for the 6.24 Zoning Administrator from the present going back to 2014, Jan 1. I am particularly interested in language that defines the compliance with 6.24 between Kirsten Sackett's position and Rachael Marchbanks position of authority. Any emails, organizational charts, HR directives to staff for compliance with 6.24, etc. are of interest. If there are emails or other minutes of city staff regarding discussion of who fulfilled Zoning Administrator duties even as interim, and when they were authorized, please provide those.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

This request was filed in response to the City informing me that the previous request was closed due to the wording of the response not falling under the purview of CORA. This was after I actually got a response at all.
This request is merely a copy of the first request which took months to effectively resolve, therefore after 11 days and the time since filed October 10, 2023, along with the multiple departments who have handled it, it would be a fair assumption by a reasonable person that the material would be reviewed and effectively decision made about dissemination of the responsive material.
Please do the courtesy of a partial response of documents should this be expected to take longer than two weeks further than the thirty-two weeks that we have been discoursing about it. A reasonable person could also deduce that information about fulfillment of the city's obligation under 6.24 is the source of considerable distress. I will remind the City employees involved with this that obfuscation against public interest and transparency does not reflect well upon the character, therefore a best effort as seen in other Colorado municipalities to fulfill this request would be in good order.
