RE: PUBLIC RECORDS REQUEST of March 29, 2022., Reference # P000075-032922.
Dear AUTUMN OAKS,
The City of Chula Vista is in receipt of your March 29, 2022 request for the following public records pursuant to the California Public Records Act (“CPRA”) (Cal. Gov. Code section 6250 et seq.): Please provide the following materials/information related to this department's usage of drones between 2020-2021: Agreements/Contracts, Policies/Procedures, and Resources."
The City has identified records responsive to your request. https://www.chulavistaca.gov/departments/police-department/programs/uas-drone-program (https://u8387778.ct.sendgrid.net/ls/click?upn=IAtYBlTWTLEwMkjFHtSUpQ-3D-3DF0tV_D6Mf-2Fj-2Bpb4AKRaP7eXTMZPPo0GThcCfCVM63LsxcXgMXhQEbNBuJQ9KyFt-2BrIUmUPja90NqJD66GrskCxJyDW04i0wbptnW9pMhaVeJpEz56BOA-2FYWiTIuSxXyR9HU5e2iUu5SS1hE-2B5YaH7ht3TaIXxWBWZhfxZW7-2FAoWO4mjPGpNjg6ktD5vaO8qQ678FvBqbjMGPSJjVQ5-2BMHdoJeVgvT2t0N81s8R7LpEau6Y6E-3D) The current staffing for the UAS unit is two full time officers (Agents) working 12 hour shifts daily. The unit direct supervisor is Sergeant Dustin Bruzee and oncoming Lieutenant John English and is overseen by Captain Miriam Foxx. The Chula Vista Police Department website is a wealth of information and is available to the public with flight log info accessible 24/7.  This data has been automated since April 2020 after a contract with AIRDATA.  Flight log info for January through March 2020 was kept on an excel work sheet prior to the contract (there is some overlap) and are included in the files provided.   For flight information beginning in April 2020 there is a link on the Department website under the Drone Program that allows you to view recent flight data.  It is very user friendly and gives all flight information. Other Links included under Drone Program that may answer any additional questions to your request include: CVPD POLICY ON UAS OPERATIONS and  CVPD POLICY ON PORTABLE AUDIO/VIDEO RECORDERS. The first drones were purchased with a donation from the Chula Vista Police Foundation.  The purchase orders for 2020 and 2021 are included in the files provided.
The additional records that have been identified and are responsive are being sent to you electronically via My Request Center. The DRONE PROGRAM section of the CVPD website also includes the training required for drone pilots and explains the Drone as First Responder (DFR) Operations and deployments. Please log in to your Request Center to access the records. It is our understanding that we have fully responded to your request; however, if you need additional information we will assist you in your efforts pursuant to Government Code section 6253.1.
Should you have any questions please feel free to email this response directly.

Sincerely,

Police Support Services Staff
