To Whom It May Concern,

On Feb. 16, 2024, I submitted the below request under the Freedom of Information Act.

USPS acknowledged receipt of this request and assigned it 2024-FPRO-00875 on Feb. 18, 2024. The Postal Service, on March 19, 2024, transmitted an extension letter, extending the working time to 20 additional business days.

The FOIA, and agency rules under 39 CFR, allows the Postal Service an additional 10 working days under "unusual circumstances," not 20. The Postal Service cites 5 USC ยง 552(a)(6)(B) and 39 CFR 265.5(d) for their determination, yet neither mention a 20 business day extension opportunity for the Postal Service. As such, I am appealing the Postal Service's determination to improperly apply the FOIA to my request.

I would be agreeable to interim productions of material responsive to my FOIA request.
