This is an expedited request under the Freedom of Information Act. I hereby request the following records:

A list of all equipment and details about equipment, agency and date of transfer for equipment transferred to North Dakota law enforcement agencies through the 1033 program since April 23, 2014. Data that satisfies this request should include the following fields:

* Name of equipment item
* Description of equipment item (if different than name)
* NSN code for the item
* A description of the unit to use for the item
* The number of units of the item transferred to the agency
* Name of law enforcement agency that received the item
* County of the agency that received the unit
* The per-unit cost of the item for the military
* Date when the item was shipped to a law enforcement agency

I request that this information be provided in structured data files in a tabular format such as comma separated value (.csv extension) or Microsoft Excel (.xls or .xlsx extensions.)

This is an expedited FOIA request in light of the considerable media coverage of the use of military-grade equipment by law enforcement officials near the Standing Rock Sioux Reservation and Morton County, ND. In support of my request for expedited processing, please note the intense interest in interactions between law enforcement and protesters, as demonstrated by media coverage, and continued public and governmental scrutiny of the the 1033 program.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
