1) Operation Relentless Pursuit (ORP) grant awarded to “Detroit” in the amount of $2,474,706 for “15 positions” as detailed at the following link: https://www.justice.gov/opa/press-release/file/1275536/download
2) Wayne County Prosecutor's Operation Relentless Pursuit; awarded $1,428,571 under award # 2020-MU-BX-0005 in the BJA system.

The Documents requested include:
-FY ‘20 COPS Hiring Program (CHP) Grant Application, FY ‘19 CHP Grant Application, FY ‘18 CHP Grant Application, FY ‘17 CHP Grant Application submitted by the United States Attorney's Office Eastern District of Michigan and/or the Detroit Police Department and/or the Wayne County Sheriff's Department;
-Special addendum/addenda to FY ‘20 CHP Grant application as called for by the ORP fact sheet issued by COPS, including any Memoranda of Understanding between the USAO Eastern District of Michigan and awardee(s);
-A copy of any relevant Requests for Expressions of Interest, Requests For Proposal (or equivalent calls for bids), responses to Requests for Expressions of Interest, letters of interest, and responses to Requests for Proposals related to the implementation of Operation Relentless Pursuit dating back to June 1, 2019;
-Any records related to the financing or funding of this program, including a copy of any related funding opportunity announcements, grantor status/progress reports, purchase orders, invoices, and other memoranda and documentation regarding the implementation of Operation Relentless Pursuit dating back to June 1, 2019.

Thank you for speaking to me this morning regarding your FOIA request and clarifying the COPS Office records you are seeking to obtain. Based on our conversation, it’s my understanding you are requesting:

(1) A copy of the FY 2017 COPS Hiring Program (CHP) grant application and program progress reports for the City of Detroit and Wayne County Sheriff’s Office, MI.

(2) A copy of the FY 2020 CHP Operation Relentless Pursuit (ORP) grant application for the City of Detroit.

(3) A copy of the FY 2020 CHP grant application for Wayne County Sheriff’s Office, MI.

(3) A copy of all written correspondence between the COPS Office and the City of Detroit regarding ORP funding.
