Pursuant to the Freedom of Information Act, I hereby request the following records:

Regarding the CIA's use of Black Sites and Mobile Sites, as well as any agreements made with foreign countries related to these facilities. I am specifically interested in the definition of the term Black Site as used by the CIA.

In military terminology, a black site is a location at which an unacknowledged black operation or black project is conducted. According to a 2021 Associated Press news story, black sites are clandestine jails where prisoners generally are not charged with a crime and have no legal recourse, with no bail or court order.

Please provide any records or documents related to Black Sites, Mobile Sites, and/or foreign country agreements, including but not limited to:

1.)Any memoranda, directives, or policies related to the establishment, operation, or closure of Black Sites or Mobile Sites.

2.)Any records or documents related to the use of Black Sites or Mobile Sites for the detention, interrogation, or transport of individuals.

3.)Any agreements made with foreign governments related to the establishment, operation, or use of Black Sites or Mobile Sites.

4.)Any records or documents related to the legal authorization for the use of Black Sites or Mobile Sites.

5.)Any records or documents related to the oversight or monitoring of Black Sites or Mobile Sites, including reports, memos, or communications.

6.)Any records or documents related to the treatment of individuals detained at Black Sites or Mobile Sites.

Please also provide any definitions or explanations of the term Black Site or Mobile Site as used by the CIA.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
