To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

-All notices to the Office of Special Counsel pursuant to 5 U.S.C. 552 (a)(4)(F)(ii)(I), which requires the Attorney General to "notify the Special Counsel of each civil action" in which "the court orders the production of any agency records improperly withheld from the complainant and assesses against the United States reasonable attorney fees and other litigation costs, and the court additionally issues a written finding that the circumstances surrounding the withholding raise questions whether agency personnel acted arbitrarily or capriciously with respect to the withholding" (as described in 5 U.S.C. 552 (a)(4)(F)(i));

-All reports submitted to Congress pursuant to 5 U.S.C. 552 (a)(4)(F)(ii)(II), which requires the Attorney General to "annually submit a report to Congress on the number of such civil actions in the preceding year."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
