Pursuant to the California Public Records Act, I hereby request the following records:

I am seeking records sufficient to show the following:
-any usage or maintenance logs or records of usage, or deployment logs pertaining to the StarChase or sufficiently similar GPS tracking device used by the police department between the dates of February 2017 and September 1st, 2019
-contracts for the StarChase GPS trackers
-manuals for the use of the technology
-internal policies related to the deployment of the technology
-data sharing policies related to the collection of GPS information
-the list of officers that are trained in the deployment of the technology including Name, Badge number, and rank.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

This correspondence is in relation to your April 7, 2021 correspondence regarding a California Public Records Act request. The City has conducted a reasonable search for public records responsive to your request. As a result of that search, the Department's response to the individual portions of your request are as follows:

1. Any usage or maintenance logs or records of usage, or deployment logs pertaining to the StarChase or sufficiently similar GPS tracking device used by the police department between the dates of February 2017 and September 1st, 2019.
After reasonable search and inquiry, the Department is not in possession of any records responsive to this portion of your request. It should be noted that the phrase "deployment logs" is unclear. That said, and in an attempt to assist you with your request, the Department can confirm that the StarChase Tracking system was deployed on two occasions between February 2017 and September 2019. The details related to those two incidents are as follows:

* CR#19-5663 - 8/15/19
Please contact the Department if we can be of further assistance in clarifying this portion of your request.
2. Contracts for the StarChase GPS trackers.
After reasonable search and inquiry, the Department is not in possession of any public records responsive to this portion of your request. That said, and in an effort to assist you with this portion of your request, the Department did locate quotes for use of the StarChase system. Those records are being produced to you.
3. Manuals for the use of the technology.
After reasonable search and inquiry, the Department has determined that records exist which are responsive to this request. However, some (or all) of those records are exempt from disclosure pursuant to Cal. Gov. Code sections 6254(f) [as the records reflect security procedures of a local police agency] and 6255 [the public benefit in withholding records outweighs the public benefit of their release given the security and tactical information included within the records]. All non-privileged, non-exempt records, if any, are attached with this response.
4. Internal policies related to the deployment of the technology.
After reasonable search and inquiry, the Department has determined that public records which are responsive to this portion of your request do exist. However, some (or all) of those records are exempt from disclosure pursuant to Cal. Gov. Code sections 6254(f) [as the records reflect security procedures of a local police agency] and 6255 [the public benefit in withholding records outweighs the public benefit of their release given the security and tactical information included within the records]. All non-privileged, non-exempt records, if any, are attached with this response.

After a reasonable search and inquiry, the Department is in possession of public records responsive to this portion of your request. Those records are attached to this response.
