General offense reports for incidents at Westlake Park on October 5, 2011

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This letter is in response to your public disclosure request dated November 5, 2011 and received by the Seattle Police Department on November 7, 2011 for General offense reports for incidents at Westlake Park from October 6, 2011.

Pursuant to RCW 42.56.520, this is notification that we have received your public disclosure request, and we anticipate it may take up to 2 months from the date of this notification to respond. Therefore we anticipate a response to you on or about January 15, 2011.

This additional time is used to research this request, collect responsive records, and/or prepare records for dissemination. Please note: Seattle Police Department currently receives approximately 5,000 public disclosure requests annually. The current volume of Public Disclosure Requests combined with SPD staffing and City-wide budget cuts requires this additional time.

It seems you have made some errors in processing this request. I'm awaiting fulfilment of P2011-3207, filed October 6, 2011, for incident reports at Westlake Park the prior day. On October 13, Rodger Stephenson acknowledged request and estimated that a response would be made by November 3, but misrepresented it as a request for "all CADs for at Westlake Park on October 5, 2011." Two days later, on November 5, I responded with notification that my request had not changed. Ten days later, on November 15, Tricia Conlin responded with a new tracking number (P2011-3464), an inaccurate date of request (November 7), an accurate description of my request, and an estimate that it will take an additional two more months to provide the incident reports I requested almost six weeks ago.

Please advise.
