This is literally impossible. The MTA was shut down as the result of a ransomware attack, and NOT A SINGLE DOCUMENT was produced as a result--not even an email?

Please do not insult my intelligence.

Furthermore, I am making this request because I received an anonymous tip from one of your employees telling me there a scandal here to be found. Your refusal to provide even a single document makes you think you are deliberately breaking the law in refusing to respond to my records request.

I will lawyer up if I have to. Please do your job and me these docs now.

Based on the federal regulations contained in 49 CFR Parts 15 and 1520, the SFMTA is withholding the disclosure of the documents you are requesting.  This documents contain sensitive security information(SSI), and disclosure of such document may compromise the security of the traveling public, transit employees, or transit infrastructure.

The gross incompetence that the SFMTA showed in their response to this ransomware incident is of great public interest. If you need to redact sensitive portions of the documents requested, that might be understandable, however simply refusing to provide any documents whatsoever is simply not acceptable.
