Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I am making a records request.

Recent media reports have alerted the public that millions of old New York City records are going to be thrown away without undergoing digitization, photographic documentation, or preservation. One article says:

"The administration is scanning millions of papers that are stashed in dusty boxes in private warehouses throughout the city and in New Jersey. Many paper records in the collection of 2.8 million boxes would then be thrown away...As of Dec. 31 [2015], Toole's spokeswoman said the agency identified 169,113 boxes eligible for disposal that have been lying around without purpose."

Please provide a full inventory (spreadsheets, lists, catalogs, etc.) of all of these NYC materials that DORIS is going to discard or destroy, their current location, and their estimated date of destruction or disposal. Please also provide all internal e-mails and memorandums about this document culling.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing in response to your FOIL request 23779-58010823, dated 3 February 2016; acknowledged on 10 February 2016. In reviewing the items that you have requested, I have determined that the only responsive document maintained by the Department of Records & Information Services is the attached spreadsheet. It is a master-list, by agency, of the total quantity of record containers that have been identified for disposal according to official record retention schedules.
