Pursuant to the Colorado Public Records Law, I hereby request the following records:

All grant reporting documents submitted to the Department of Homeland Security (DHS) between 2017 and 2019 about this agency’s use of the Countering Violent Extremism (CVE) grant.

This organization was listed as by the DHS as a CVE grant recipient here:

On the DHS web page listed above, there are quarterly summary updates that say this organization “has continued its train-the-trainer efforts for its cohort of officers that will train the entire force of approximately 1500 officers and additionally has trained officers on the mentoring protocol for the project. “

I would like all documents submitted to the DHS outlining these “train-the trainer” programs.

These documents should include any financial statements and documents explaining how your $481,313 CVE grant from the DHS (in 2017) has been spent on the survey instrument or any other projects that seek to limit violent extremism. This should include at least one report for each quarter since 2017 explaining deliverables and progress to the DHS.

Good Afternoon Ms. Sasani –
Please accept this response on behalf of the Denver Police Department to your records request dated July 11, 2019. We have attached and outlined below what we have identified as responsive to your request for records related to the Countering Violent Extremism (CVE) grant.

* The CVE grant requires the DPD to submit quarterly reports consisting of a Performance Progress Report, Outputs and Partnership Summary, Narrative Summary, and Project Implementation and Evaluation Plan. Please find attached copies of those documents submitted for the periods ending 9/30/2017, 12/31/2017, 3/31/2018, 6/30/2018, 9/30/2018, 12/31/2018 and 3/31/19. Please note the Outputs and Partnership Summary was a new template added by DHS beginning in 2018;
* DPD Bias Motivated Crime Reporting informational flyer for community distribution;
* DPD CVEGP Outputs and Partnerships;
* “DPD CVE 1 Pager” informational handout distributed to organizations;
* DPD CVE Brochure for community and organization distribution;
* The Community Awareness Briefing, or CAB, is a community version of the training law enforcement officers receive on violent extremism. A cohort of DPD officers went through a “train the trainer” presentation on how to deliver this material. These slides formed the basis of that presentation;
* Professional Services Agreement between the City and County of Denver and Goodwill Industries;
* Exhibit A contains an outline of CVE Grant Funds

We have completed a good faith search of our records related to “[d}ocuments submitted to the DHS outlining these “train-the trainer” programs” and have not discovered or are unaware of any responsive documents. Please let me know if you have any questions or concerns.
