From: Jonathan Cohn
To Whom It May Concern:
Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:
Any written or electronic communication sent or received by City of Boston employee Joyce Linehan from October 1, 2014, through May 31, 2015, relating to Boston's 2024 Summer Olympics bid.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
Sincerely,
Jonathan Cohn

Hi Jonathan
Attached below is a link to 851 emails from Joyce Linehan in response to your public records request:
Any written or electronic communication sent or received by City of Boston employee Joyce Linehan from October 1, 2014, through May 31, 2015, relating to Boston's 2024 Summer Olympics bid
These emails are labled "redacted" because there were numerous personal email addresses and some personal cell phone numbers in them.
I have withheld ten (10) emails that are attorney-client communications. These are all communications with counsel that discuss and/or seek legal advice regarding legal issues related to the Olympics and queries regarding compliance with the MA Public Records Law.
There are also twenty-five (25) emails that I am withholding per the deliberative process exemption of the public records law. These consist of the following: emails discussing potential policies regarding education innovation; emails circulating lists of policies currently under development; emails discussing possible new arts and culture projects. Per the public records law, these emails are exempt from disclosure pending the finalization of the City's position on a particular policy. At this juncture, the release of these 25 emails might interfere with the ongoing deliberative process. Once these policies are finalized, these emails shall be subject to disclosure.
As with the Kate Norton emails, there may be attachments that are not in this batch. Feel free to identify any that you would like to review and we can get those to you. I owe you the attachments from Kate Norton's that you requested and will get those out to you.
Please let me know if you have any questions.
Thank you again for you patience. Hope you had a nice Labor Day weekend.
Regards,
Caroline
