Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. The total number of civilian complaints reported in 2016, 2017, 2018 and 2019 (separated by year)
2. The total number of civilian complaints sustained in 2016, 2017, 2018 and 2019 (separated by year)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I spoke with our Internal Affairs in regards to this request. We do not have a program that tracks every civilian complaint reported to our agency. They will only have complaints which an administrative inquiry or internal investigation were completed. They will be able to retrieve the information on complaints which were sustained, but will have to pull them individually which will take several hours or days. The hourly rate for a IA Detective to pull this information is $47.17. Please let us know how you would like us to proceed with this request since it will be quite voluminous.

We are recently back to normal business hours, our Internal Affairs Detective stated it would take them about 5 hours to complete the request for the number of complaints over the 4 years, which would total $235.85 and they would be able to process this for me next week. I am attaching a credit card authorization form to this email. If you would like to submit payment by mail or phone, please contact me and I will provide you the necessary information.

The Internal Affair Detectives stated it would be approximately 5 hours for them to pull the numbers for you, the total would be $235.85 at $47.17 per hour. If you need the actual reports, it would take them 15-20 hours to pull and it would need to be reviewed by a Records Technician prior to release. I have attached the credit card authorization form, once payment is received, they begin the process.

The best we can do for total complaints is External vs. Internal categories. I cannot separate the numbers by source because most of the reports have met retention. External sources complaints that come from outside the Osceola County Sheriff's Office. They could come from citizens, other agencies, or businesses. Internal are for issues identified from within the agency.

I cannot fill the section, which asks for the total number of complaints from citizens that were sustained. The external category does not allow me the option of separating out the citizens from everything else. The sustained search will only provide the overall total, external and internal.
