To Whom It May Concern:

Pursuant to the Colorado Open Records Act, I hereby request the following records:

1. any and all contracts and written agreements between the Denver Police Department and ShotSpotter Inc (also known as SST Inc),
2. any and all reports, memoranda, or other documents produced for the Denver Police Department by ShotSpotter Inc. (or SST Inc.),
3. and all email correspondence or other communications between representatives of the Denver Police Department and ShotSpotter Inc. (or SST Inc.),
4. confirmation as to whether the Denver Police Department ran a validation test,
5. a list of all ShotSpotter locations in Denver, Colorado.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Good Afternoon -
Any and all contracts, written agreements and MOU's should be obtained by the City and County of Denver Clerk and Recorder who is the official custodian on these records. https://www.denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Office-of-the-Clerk-and-Recorder.

Attached are individual ShotSpotter data and ShotSpotter alert density maps for each Denver City Council District that has coverage

* City Council Districts Two, Four and Six do not have coverage
* Some of the specific data columns for the reports changed following our conversation
* Also following our phone conversation on 1/7/22, the Department decided to include density maps for City Councilmembers, which show the areas of highest concentration of alerts in the City Council District, and not the actual footprint of system coverage in that area.

Attached are also raw data of ShotSpotter alerts from January 1, 2018 to December 31, 2021 broken out geographically down to the level of City Council District. The requested neighborhood-level records have been withheld because the footprints of the ShotSpotter system are law enforcement sensitive details and this Department's interest in maintaining the confidentiality of these materials outweighs any public purpose to be served by release of the records. Your request for the neighborhood-level ShotSpotter alert data is respectfully denied because we believe it would be contrary to the public interest to release law enforcement sensitive materials. C.R.S. 24-72-305(5).
