Typical charge for redaction in MA?

I got a response from Massachusetts that asks for \~$500 to redact various police grant applications. Before I pay (or hit the crowdfund button) — can anyone opine as to whether the price quoted is reasonable? Or should I appeal the cost determination? (If I appeal, it would be helpful to be able to point to similar requests that were fulfilled at lower cost.) Thanks.

In MA the cost for labour is the hourly salary of the lowest paid employee who can do the job, and according to a handout from the secretary of state $25 is the highest they can go.
