Just curious if emails/other docs related to the inauguration and its planning team are subject to FOIA, and if so, who to submit the FOIA to.

The transition team is not subject to FOIA, federal agencies are. So, if you can figure out which agencies might have documents, you can request from those agencies. Secret Service, for example, will have records.
