Net Neutrality comment referrer logs

Hi - the FCC responded to my request for HTTP referal logs by saying a) we don’t keep them, for privacy reasons, and b) we wouldn’t give them to you if we had them, because privacy reasons. The first seems unlikely, and the second is wrong: The referer field (http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html#sec14.36) of the HTML header contains only a URL, which if provided absent any other information would not be personally identifiable. Is it worth following up and being more specific?
